Inking is fairly self explanatory. Make sure your lines taper, add line weight and be consistent.

Spotting blacks is a technique that is quite advanced, and can make or break a piece. I would recommend that you go to YouTube and watch about 10 hours worth or tutorials before you ruin a picture by trying it. For the most part, you want to direct the eyes to aspects of the piece, set the mood, etc. for this picture I added it to underscore how large the breasts are, and draw attention to the two most important parts of this piece: the face, and boobs.
4 Hair is self explanatory, and quite impossible to describe in words. Just study and replicate. For the hatching and details, I drew with a standard "pen" and reduced the opacity to 50%
