Absolutely fantastic design. I would absolutely love to be standing over a far-off plateau and seeing this work of art of a desert city in the distance with it's (presumably) ascending middles and the rich parts of town shining like jewels.

I haven't thought much about a background story. Probably once a small trade town that evolved over time; circles are maybe seen as a sign of perfectness.
