You have problems which need a professional's help, simple as that. I were smart long before I found out I'm a brony and nothing changed when I did find out, and there are so many good bronies, so you're absolutely wrong.

how does one attach particles to a horn on a unicorn or AlicornΒ model. And how do you recolor the particles?

Unfortunately, there is no way to attach the magic particles to a specific part of the alicorn body, such as the horn, HOWEVER, there is a way to get around this.
Apply the magic to another object, preferably something the size of the horn. Lock that object's root transform to the head of the alicorn, and put it inside of the alicorn's horn. Now, once you have completed whatever animation you wish for the model ((Assuming it's a pony.)) to perform, unlock said object's root transform from the head of the object. The object should still perform the animation now. Apply the magic particle to the object ((I'm assuming you already know how to do this.)), and then click the visibility icon for the object. If all goes well, your invisible object will still be surrounded by the magic particles, and since that object was inside the horn as you animated it, it the magic particles should now follow the horn.
Recoloring the magic particles is simple. Simply Right click the magic particle in question, Instance the particle. Right click the particle afterward, and a new option should appear, saying 'Edit Particle System Definition.' Click that, and look at the lower left hand corner, inside of a scroll wheeled box, there should be an option called 'color random'. Click it, and you'll see two option called 'Color 1' and 'Color 2'. Color 1 controls fringe magic, and the color 2 controls the inside magic.Β

Alright, I put a magic effect on a bottle (LittlePip's horn), try every way of locking the bones but the particles or dissapear, glitch out or pip's neck and head move independetly, need help now.

Cool tutorial, but the only particle I was able to get to work was the disguise one that is in the tutorial. I wasn't able to get any of the burning particles to work.

Spawn a prop. Bottle of some kind works best. Move that bottle onto the horn, making sure the horn is inside of the bottle. Apply magic particle to bottle. Lock bottle's bone to head bone of pony model. Untick render for the bottle *little eye thing*. Boom, magic particle that moves with the horn of your model.
Currently, no other way to apply magic to the horn besides this method.

I noticed that some bottles don't work as well. That or some particles aren't as good for locking.

You forgot to go up one time on the tree, look at the image that comes after the one that tells you to select "show in element viewer, model". You will notice a small white arrow that points at a button that will take you one level up on the model tree, so you can access the correct area.

Horns don't have bones, so all you can really do is spawn a particle system and move it over the horn, then lock that particle to the head bone.. That's how most animators do it.

If I remember correctly, Argo uses a wooden log as the source and locks it on the horn before making the log invisible. Is that one way of doing it?

Question: Does this only work for some particles? (I'm trying to do it with the Hard-Ware Morphed Scout, with the tf/particles/burning_player.pcf/burning_torch particle.)

As it says in the image. Some particles work better than others, even some dont work at all. Though some particles are games based so check to see if the particle rules are turned on. Right click viewport, draw game entities and make sure particles is checked. If even that doesnt work then chances are its just a buggy particle, sfm is acting up or in rare cases, a buggy model.
