Ah, I remember last time Gali lost her powers, and Nokama trapped her in a sea cave to help her find herself... and a mask. And... almost got her eaten by what we can only assume was a rahi that had survived the whole mess with Mavra... and also hinted at there being other toa before them... uuuuhhhhh... yeah.
Nokama! It's your turn to do something weird again!

It's not in the comics. You have to read the Bionicle Chronicles books to find it. Basically the Turaga are all telling stories amongst themselves about the Toa's search for their Nuva masks and trying to get their cubes back, to determine if they should tell them about Metru Nui or not. Nokama tells a story about a time she trapped Gali in a sea cave to find a Kakama Nuva. It turned out to be part of the same tunnel that the Toa Metru had used to escape from Metru Nui initially, and Toa Nokama had left carvings of the six of them there. Sufficed to say, Gali had a lot more questions than answers once she got out.

In the fourth and final Bionicle Chronicles book. Tales of the Masks, I think it was called. Basically the Turaga all telling each other stories about why they think they should tell the Toa about themselves and Metru Nui.
