Hampshire, Southern England. I've seen the occasional person with their underwear un-tucked among the younger students, but it doesn't seem to be that common. Of course it could just be that it doesn't show under their baggy T-shirts and hoodies.

Some doods in my class sag quite heavily and everytime they stand with their ass in my direction i'm tempted to say "excuse me sir, but your underwear is showing!"

Lol. I can understand sagging to an extent. Having the crotch of the pants rub your genital area is not very comfortable. I think I wear mine just a tiny bit lower than whats in the picture there.
But having it around your knees? No. Lol. On the other hand people who sag can't run and are much easier to catch by cops.
