No, this does not give you ~perfect~ lineart, but it's pretty darn close. |DThis is for people that want nice lineart and for people who do not know about SAI's linework tools!
An alternate way of doing this would be to just draw the lineart and resize it later. However, it doesn't work for people who draw really small...*COUGHS* And it's more ideal for tablet users.
Anyways...I used my Totoro sketch for this. xD It's going to take a while to finish so I thought that I might as well make a tutorial out of it. :3 I honestly don't use this method often, but only when I want a really nice result.

I used Paint Tool SAI for the lineart. MSPaint was used to put it together. xD

In photoshop, you have to do all these funky things to make a nice line.
SAI is more direct I suppose~ You draw a line, make it straight, and apply pressure.
It's hard to explain, but basically, it's like a dream. 8D
It's kind of like MSPaint's line tool, but with a few more details. :3
