Part of THE mission. That guy is Esp, the main antagonist :3 He's a Banette, and this is what his mouth looks like (And yes, those are hands coming out. They're for dragging the prey inside... In other words, he eats Pokemon/souls)

There's a second Banette, named Lus. She doesn't have the same strange mouth as Esp, but she's just as evil.

He's the weakest antagonist, but that's not much of a good thing. (Meaning their strength isn't far enough from one another for it to matter)

He's a bit fatter than most Croagunk, by the way
