I would have a hard time choosing on looks and usefulness, but on character I'd probably choose Naruto as my starter

That's true, if I look at the actual characters I would go with Naruto.

He's loyal and powerful :3 But Pokemon version of Sakura is a lot more powerful than she's portrayed in the anime, once she becomes part fighting.
