If muscles r a normal part of a drawing an not some randomly added feature for attention it should be fine
Also overly sized muscles can bother folks like if ur have a small head an a hulk body. If u wanna make a buff chatacter pls do but remember to think about how they got buff an how it effects the character rather then just throwing muscles on stuff
