We don't really know for sure, but:
1) considering some of the other things Loki's had sex with in the myths, this wouldn't be that big of a step up, and
2) the way horses have sex, the mare can just walk away if she doesn't want the stallion. It's not really possible for a stallion to restrain a mare against her will.

In the original Norse myths, Loki turned into a mare and mated with a stallion (the one mentioned here). The result was Sleipnir, the six legged horse.

In Norse mythology, Loki is a shapeshifter. He turned himself into a mare and seduced a stallion (whose name I forget). As a mare, Loki gets pregnant and gives birth to Sleipnir, a six-legged horse.
