I make a selection of what I want to glow (in this, the hair), and expand the edges so they selection is slightly larger than the subject. I make a new layer either under or over the subject's layer, and fill it in with the color I want the glow to be. Then I use the Gaussian Blur effect (I use Photoshop) to the appropriate degree.
