Charlie hippie, it's easy to guess just by looking at him. It's windy, friendly and cheerful, will always brighten up any company. He likes to build a fire near the shore, along with friends arm in arm singing songs, playing the guitar, and tell different stories of life. Behaves freely and openly with all, all is easy and not particularly emotional. Because of his carelessness and not the discipline he gets in trouble, and dragged to his close friends. We can say that it is the same as his mother Tree Hugger, but it still has some traits of his father, it can be noticed, if it is to get to know.

If you check the upload dates, this picture was uploaded before Lop created Chakra- they made Charlie in July, and Lop made Chakra in August

Not really. Most of the time with these sorts of things, neither artists had any knowledge of each other.
It's actually happened to me about twice. The first was for a Hetalia original art piece, and two years later another artist made another illustration that was waaay better than my own (quite a few of that artist's watchers assumed I copied her when I had no idea she existed + I drew mine years before theirs.)
Another one was when I had played a dress-up game, and used the in-game models to represent characters in a show I used to watch, and had uploaded it onto DA. The accusations from the other artist's watchers were pretty much under the same premise (same concept, my own post was made years before the accusations about a similar piece, and having no knowledge of the other artist.)
Sorry for going on a rant.
But this sort of thing is really common, but unfortunately art theft is also really common (although is advertised a lot more.)
