Scratcherpen reposts work from the devs that would otherwise be impossible to find. Sure, you could argue deviantART isn't the place for such a thing, but imho he's doing no harm. He does not claim ownership of any of these pieces.

But I think he should at least write in the description that it's not his. and when he knows the artist name - write the name, would be better. If it was my artwork I would be fucking mad

idk cdpr owns the artwork and they've stated it's ok to repost their promo/conceptual materials on the forums and elsewhere. it's not really about the artist being 'fucking mad'? i think you've misjudged this situation. sure, the fact it's dA and everyone left right and centre is a thief -- probably makes you cautious.

and he states on multiple places on his page none of this work is his so eh.
