Hmm... Technically it would be nigh impossible for her to win, because she's never looking at them and they move so fast... But at the same time she's constantly looking at them with her bending so maybe they don't move? And... They're stone when they don't move... and maybe when they do?

It makes your brain hurt to think about it too hard, doesn't it? XD It's all a matter of whether her way of 'seeing' counts as 'observation'. And yeah, I'm not sure if they're stone all the time or only when they're frozen.... so many variables! XD

Yeah, I'm not sure how exactly it works cuz in 11th's season, when Amy was blind, she just had to pretend that she could see and they didn't move so... I guess the writers aren't clear about how it works either!

The Doctor explained that their powers can be activated when riddled by fear. I think it's the same as when we do things such as sweat, or breath heavily, or turn red. Usually, those sorts of things are taken care for us by the body, by the subconscious, but in circumstances such as when we are under pressure, or feeling emotional imbalances, these things can be affected. When the Angels were frozen then, they were terrified of the time crack, and as such, I believe, subconsciously turned themselves to stone
