Oh, it's a play on the "Katzenjammer Kids", a set of super-old newspaper comics from the early twentieth century. Thanks, though, dude!

Basically, it drops one of those little items every couple kill assists. The item behaves like a critical pumpkin, administering 3.2 seconds of critical hits to the ally who picks it up.
I was playing around with some stat ideas for the body of the gun, since that's not a suitable ubercharge ability, but I don't know yet.
