I can't say I have much knowledge on the subtleties of anime art from the production side, so my comment may still fall into the "omg it's pretty" type of commentary, but I will say what I can from photography and general drawing experience:
Coloration, without it going into a more rainbowy coloration, using two distinct main colors works very well for this piece. It gives the red the highlight, focal strength, and the blue a nice background accent. I won't say I know anything about the character-- I don't. The stylization though makes for an interesting piece. The proportions seem fairly fitting, real-world proportion, he seems a bit skinny and his arms a bit long, but stylistically it is not abnormal--I love xXxHolic, and it uses extremely slender body types, so it seems fitting to the anime I do know. Well done, indeed.

Awwww yeah, he is pretty skinny, but then again, I'm used to watch that kind of features on recent anime arts so I think that's not really a problem (CLAMP works really emphasize that example) comparing to normal human proportion, he does seem very skinny though...
