Good stuff... I like your reasoning for the extremely low population levels... but 500 million is so few people (about equal to Earth in 1590-1610)... I'm honestly not sure if they could sustain any kind of advanced economy with so few. I hope they are having fun in their vast deserts!
And how in the world did a mere 25,000 people manage to utilize more than 2% of an entire planet's resources in a mere 400 years? That's insanely fast... we could not strip 2% of Earth's resources with so few people in so little time.
I'm guessing that in both cases there are a lot of automated systems that are doing the real work of resource gathering/manufacturing, and the people are just along for the ride.

You're probably right about Icar's resources. I really am not good with calculations or how long
it would take to strip something. I meant 2% to be extremely small. I was pretty sure that Humans
would have used up a lot more.
I did a lot of research in Star Trek populations and there were some worlds that had small populations
Andoria 1 billion
Halii 750 million
Trill 650 million
Sikaris 620 million
Deneb IV 450 million
Ardana 58 million
Neural 27 million
Most of Nlia is a harsh desert with limited resources and as a result, throughout their history Nlians have
had a low birth rate. They're only fertile at certain times and no Nlian has ever had more than three children.
Because they couldn't have children whenever they felt like it, when children did come they’re greatly valued
by everyone. Also when they lived in small nomadic tribes, the scarcity of resources led to careful management
and knowing that their numbers couldn’t be easily replaced, resulted in groups avoiding conflict with each other.
Even after they became more advanced and developed cities the population remained small.
There are two types of Nlians:
The City Dwellers who live in Nlia's city states
The Wanderers, nomadic groups who still live much as their ancestors did thousands of years ago
And no, things are not highly automated. Nlian culture is a combination of both modern and ancient.
Part of the reason they 're advanced is their world is rich in ores and minerals. Another reason is that
since their earliest history their culture stressed sharing and cooperation. Trade and the sharing of ideas
was the lifeblood of their society. Without major wars and conflicts there was more opportunity for advancement.

I like your idea for the population, and with good robots/resource gathering tech, 2% in 400 years is doable, assuming someone is around to use all that raw material. The thing to remember about planets is that they are huge by any human scale. Two percent of all the hydrocarbons on Earth is about what we've used in the past 20 years, with 6-7 billion of us using it... 25,000 is kinda small compared to that, and 400 years just isn't enough time for it to happen. In all the mining we've done since humans evolved we still haven't mined 2% of the iron in Earth's crust, or 2% of the titanium, uranium or gold (to name a few rarer, useful (or pretty!) elements). We may have mined over 2% of the diamonds in the crust, but we don't know for sure.

Also I've been looking up more planet populations. Star Wars this time.
I found out that Naboo has a population of 600 million.
Kashyyyk (Chewbacca's home) has a population of 56 million

Yeah, most people who write fiction have no sense of scale or what numbers really mean!
In a well-researched hard SF story you'll find interstellar battles with tens of thousands of ships crewed by millions, all of which are destroyed or crippled in a single ongoing campaign. You'll also fine discussions on advanced particle physics, special and general relativity, metallurgy, mining, manufacturing, speculative socio-political systems, and the multiple planetary economies that spent their entire GDP to build and equip the destroyed battlefleets.
That's probably why well-researched Hard SF is such a small genre... it's hard to write and almost as difficult to read!

I was thinking more of the tragic waste of it. If Nlia had been part of the Empire, building a fleet of Star Destroyers
would probably have destroyed their entire economy.

Ah... yes, but The Empire has more resources than all of the Federation, the Klingons, and the Romulans combined. Plus they work on 'magic physics' instead of 'real physics'.

Having a small population is one major reason why the Nlians have always been peaceful.
They had a low birthrate, no Nlian has ever had more than three children and in the days
when they lived in tiny nomadic bands it wasn't uncommon for a couple to have only one child.
Because they couldn't have children whenever they wanted and couldn't easily replenish
their numbers tribal groups learned early to cooperate with other bands. If they fought with
each other it could wipe out both bands or at the very least cause losses that neither could afford
When they started living in permanent settlements their population slowly increased but the principle
of cooperation with others continued.
Its also why their ships are small. Nlians aren't poor, their homeworld and Icar has many resources.
But they learned long ago to waste absolutely nothing.

A population of 500 million would be amazing for the economy and citizens. Earth is sitting on almost 8 billion people, which is basically 5 billion more than what it should be.

Earth is definitely highly populated!
It wasn't always so, from the 1st century-1400 A.D. Earth's population was 300 million.
It was after that, and the development of the Industrial Age it started growing by leaps and bounds.

only has about 600 million and Andoria has a population of 1 billion.

In 2269 Andoria had a population of 1 billion. Even on Earth the population during the days of the Roman Empire
was about 100 million
