Well thank you, that's how I have him when I roleplay him in a civilian body so that he can blend in better--much like how Raiden has one as well.  There's a big long story with it as well that relates in with even his optical implants and such.  I've been working pretty tediously at some headcanons for him that change the more I think about him, but I think I've gotten most of them pretty hammered out.  Like the fact that his serial is 976-AZQEE.  Of the Winds with a serial, he would be the first in line.  As such, I've come to figure that he's probably been there the longest.  This might also explain why Mistral has more advanced optical implants as compared to Monsoon and his 'snail eyes'.  At the time he was cyberized, the technology might not have been as advanced in that department with optics.  

If we look back to Raiden, it wasn't until MGR that he lost an eye and he chose to remain the way that he was until after he finished his 'campaign' in that game.  

We can also refer even further back to MGS1 with Gray Fox.  It appears that he is probably blind in one eye so we can infer that maybe they had tried to either experiment on his eye and that experimentation was fruitless or that they didn't have the technology, at the time, to fix his eye from damages that were done when he was out in Zanzibar--when he lost to Snake.
