I think Xemnas was trying to use the artificial Kingdom-Hearts to recreate a world with himο»Ώ and his past friends Aqua and Ven.
He just didnt want his Heart. Xemnas is truley Terra's nobody. But like Roxas and Namine he may have had a part of his Heart with him due to his encounter with Aqua's armor. Terra's heartless Ansem Seeker of Darkness was being controlled by Master of Xahanort. Xemnas was the closest thing to the true Terra.
