According to Narutopedia, Mei (Mizukage) has russet-red hair, jade green eyes, and her top is a deep blue color. Her lipstick could be a blue color too.

Her hair is a rustic red. I had the same problem trying to color some line art of her. (Which you can use my coloring as a color reference for her. Oh and if you don't mind, I'd like to color this. lol.
