In the japanese version of Final Fight, they were girl from the start. Capcom only made them fist guys and then replaced them with real male chars because beating women (or transsexualls even appearing) in games in the USA.
I think the whole transgender-thing was a joke from Capcom on american censors. "So you don't wan't them as girls? How about this!" ^^
