Its a fighter's headband, to prevent sweat from the forehead entering the eyes. The reason for it to be white is to keep to the character's color scheme (it would really look out of place if its pink now, wouldn't it?).

Felicia's always been one of my favorite Darkstalkers. I still have yet to attempt to draw her (other than extremely shitty attempts when I was younger), so I may do that soon. I'll try to keep what you said in mind though, so as not to invoke rage.

Even if those points are right , is completly unnecessary being that agressive , the points are more effectively validated without insults. Moreover , even the official Capcom artwork helps confusing the people, it shows all kind of flaws on Darkstalkers characters desings , for example Talbain in the Capcom desing Works , sometimes is representented with thumb claws in the legs(really stupid due that dogs or wolves have not thumbs in the back legs) and sometimes not , Felicia is constantly represented with blue eyes , and others times with green eyes , and the list goes on.

Felicia's eyes were originally blue before they retconned them green. The artists that they commission to do character art for felicia also do not get her design and fuck it up sometimes. Check Udon comics for example, what with the "nun cap" style of fur in place of the hairband she's supposed to have.
And for Talbain, that's a dewclaw. The originators of the character will definitely portray him with the dewclaw, and those who draw him without it, are the ones not familiar with his design.
So yeah, it's not a matter of their design changing, more like confusion from staff changes.

I consider the originals the first version with comes the final product , anything before is prerelease concept art , Felicia in her first appearance comes with green eyes and Talbain without dewclaws in the legs(frankly , that leg thumbs looks very bad in his desing also is really stupid from the anatomic point of view). I'll always stick as the originals their first appearances in the first game.
BTW I always hated that shitty plot turn of making Felicia a nun.

Oh no, Felicia's eyes really were originally blue. The first game's artwork depicted it as such. And John Talbain really did have a dewclaw in his original concept artwork. It's there, you can see it.
And yeah, I hate that nun bs with felicia too. It doesn't quite make sense, seeing what she is.

Why cant her eyes be jungle green? You know, that nice, really blue tinted shade of green. That way you can have both. And oh...oh fellas...try it in your pallets next time you color her, it gives her eyes this BEA-UTIFUL effect. It makes her seem so much more exotic, and somehow more catlike. I tell ya, Eyes like that on a sweet kitten face like hers...

I know it very well , I have tested many times , and I always end with green eyes , blue dont look bad but pretty monotone on her . Anyway the most probably in the official version (as seen in MvsC3) is that Capcom decide Blue for her , as her characteristic color is blue(due her big mass of hair) ,and in the franchise is already Morrigan who one of her characteristics is specifically Green eyes.

I honestly don't see anything wrong with Felicia being a nun. She's a kind and caring character. It only makes sense that she would be influenced by the kind humans that raised her and that she would want to replicate that kindness. She's one of the few "nice" Darkstalkers of the series, so it's a welcome bit of variety.

It looks to me more like they are trying to tone down a character very criticized for being too sexualized , is true she's the most kind character of all saga, but in the beggining , specially in Darkstalkers revenge , in her quotes and her artwork you can see an attitude , she's was a fighter , but now they want turn her into a dumbass "Moe" shit, giving her a more childish attitude and even a less adult body as can be seen in MvsC3.
