Elsa could definetly make more competent snow monsters, but I feel like the Ice King in more erratic and Random. Ice King will totally mess up by being and idiot and such but he would most certainly beat Elsa as he is stronger, more expirenced despite being an insane idiot, and really random.
So Yeah, my money is on Ice King.

Disney won't let anything bad happen to Elsa. And also She doesn't have a weakness like Simon. He's an actual character with flaws.
