I dunno. Canonically he seems more chaotic evil. From the stemming fanfics, his best roles are chaotic neutral and a deeply betrayed chaotic good however.

Canonically he's both now, he used to be evil but they reformed him (he can never be truly because chaos is neutral at best, actually chaos is neutral period).

See, I wouldn't call him evil. He's chaotic to the core and revels in bringing down authority and things that make sense; and pitted friend against friend, but he never actually did anything that really hurt anypony. He brought chaos and crowned himself king of anarchy and turned the world topsy-turvey, but did he do anything besides upset world order? I might call him affably evil, but he's not straight evil. Nightmare Moon is evil. Discord's just...Discord.
