To look down on someone, is somewhat a metaphor. Your not actually looking down on someone, but to have little respect for someone or to view someone as a lower human being than yourself.

I think pity and condescension are still pity and condescension in this context. It leads to things where you look down on someone and out of the "goodness of your heart" aim to help them up but they don't need to be helped up in the first place. It's the fact that you're looking down on them that makes you think they need your help. Perhaps they don't. I don't think we should think less of people in any context.
That's just my opinion if you're looking at this metaphorically. If you're thinking of "helping them up" in the literal sense, as in they physically fell down, then okay.
