The way I get it, dragons don't age the same way as a human, or even a pony. And let's face, even though they keep calling him a "baby dragon", his attitude is more like a teenager. Maybe 16?
So, if you look at it that way, it's only his size that makes him a baby dragon, but other than that, he could very well be a teenager, to anyone else.
