they stem from a discussion on ponychan.they are not related to the piece of fanfiction that apparently exists.
they are just normal ponies from around equestria that just so happen to be the bearers of the elements of discord.

In the same way that "laughter" is an Element of Harmony.
I see it like this: If almost always being a good mood and being able to make your friends laugh is beneficial to a good friendship (i.e. you like being friends with that person), then always crying, moaning and complaining is detrimental to a good friendship (you don't like being around that person).

For Private Pansy it was either Bone chill or frostbite, Commander Hurricane became General Typhoon,Smart cookie became Rotten core,Chancellor Pudding-head became Moonlit Shadow or Carnage Moon,Princess platinum became Swindle or Jewel (running out of names), and Clover the Clever became Solar Nova (ran out of names).

Before Discord came into play and season 2 premiered I was all like "NOOO! Their gonna mess up Siansaar's comic with a single character instead of multiple! How dare they, the villain's gonna suck!"
....
And now Discord is my absolute favorite!
Regardless I've always loved these guys. I really want characters like the ones you create to be on the show!

Okay, so Sinky/Crying is the opposite of Pinkie/Laughter? Sour/Deceit is the opposite of Jack/Honesty? Brazen/Cruelty is opposite Flutter/Kindness? Gloomy/Treacher vs. Rainbow/Loyalty? Ignobility/Greed is opposite of Rarity/Generosity? If so, makes sense so far...
Not sure how Bigotry is the opposite of Magic though... it's the one thing I'm not sure what to fit since magic doesn't have a clear opposite (science?). If so I can understand the beaker, just not sure how the beaker is bigotrous.
Magic is something that always seemed neutral to me. Like it could just as easily be an element of discord as of harmony. It can link multiple elements into doing something, but has no inherent purpose of its own. "Friendship is magic", but discord has a dark magic of its own to counter that...
So perhaps magic would be an element of discord, and Twilight is a bearer of the key to both? She walks in both? Sort of like how Prince Namor the Sub-Mariner of Atlantis is both a member of Marvel's hero elite the Illuminati while also being a member of the Cabal? Torn between Celestia and Luna?
