This artwork is cool and all but this is wrong.

Though I'd say you're wrong when you're saying the Overwatch are just a police force. The Metro Police that are established are definetly police, but the Combine Overwatch operate much more like an army.
I think the Combine Overwatch were also used as a general addition to the Universal Unions army and fought on other planets than earth after an "permanent off-world assignment"
But there's something else I'd question about you'r statement. I myself agree that the bulk of the seven hour war was fought with synthetic forces, but we'll never know how long the Combine actually took to create their own soldiers. I'd say at that point in time they were already extremely familiar with brainwashing species and using them for their own; and after seeing that earth had an dedicated military force the Combine were probably rushing to create Soldiers of their own with human ones that surrendered and were captured.
So at the end I wouldn't say my artwork is wrong, after all we're talking about the very last hour of the war, so it could be possible that prototypes of Combine Soldiers appeared on the battlefields and cleaned up whatever remained of human military.

Metropolice is just a slang used by citizens, they're actually called "Civil Protection" and yes they're the law enforcement of the Combine Overwatch.
Though I still don't believe that Overwatch is a full on army, there is a reason why they're called "Overwatch" I think they're a police force in Universal Union standards. Though they can be an army aswell but there strong purpose is to manage and fight unruly humanity.
About the offworld assignment, yes I do agree with that. The Universal Union will in fact deploy the Overwatch Transhuman troops for offworld use like they did with current enslaved species like striders and gunships on origin to other planets.

Anyway, as you said yourself the CP are the law enforcement of the Combine Overwatch on the occupied earth. But I wouldn't see why the bulk of the Combine Overwatch (the Soldiers) would still be on earth to deal with unruly citizens when they have a dedicated Police-Force.
It's been 20 years and the most the Resistance could do was to establish roads along dangerous locations like the canals and the coast to flee the city or get to other stations. Besides that they maybe took out a few patrols and stole their equipment, but they didn't do any major advances like the Uprising (which was jump-started by Gordon Freeman).
There would be no reason to have such an extreme presence as the Combine Overwatch on earth to deal with a dying and scared population. I'd even propose that most of the existing Combine Soldiers aren't even stationed at earth but are currently guarding or fighting in much more dangerous and high-risk locations.
That would also be one of the reasons why there's a real chance for humanity to win if the Combine can't call in support, because the Univeral Union was not prepared to deal with such a fighting force on earth (I mean, we even saw at Nova Prospekt how the force of the Combine has a lot of cracks in it when they're not able to stop a man and his army of Antlions. They just weren't expecting any major Resistance like that and are now unprepared for a human population that is fighting back where ever it can)
If the Combine had a fully operational army as the Combine Overwatch on earth, with everysingle Combine Soldier being stationed there, humanitys chance to win would probably be zero.

Ok? You're talking about the progress and what happened so far with the Combine Earth Branch. More over I still think Overwatch is a militarized police force in "Universal Union standards" they're are not like the Interdimensional forces that go through planets after planets easily bringing many species to their knees. But YES I do agree that Overwatch Transhuman Arms is the Military of the Earth branch but they are low ranked species compared to other more powerful species in the Universal Union, marking the Overwatch as a small Military/Police.
