Sorry, the collarbones were driving me nuts, and I wasn't really liking the kanji, the more I looked at it.. so I snipped it and fixed up a couple of little things.
Same deal, this is for my ~elements-of-art character portrait.

1. You might want to consider putting a touch of the glowing orb effect on the ball above its ear - it would tie it together nicely, I think.
2. The hair just to the left of the part seems off, as it isn't stranded. It's a bright, smooth, solid flap, and contrasts too heavily with the hair it should be blending into.
3. The feathers don't stand out enough - they have the same texture as the hair.
4. The right ear (its left) is disproportionately small compared to the left one. Even with the exaggerated perspective, it should stick out more and be a bit wider.
5. The eyes don't match - the one on the left has a grey ring around the iris, while the one on the right is lacking.
6. On the left side, right where the bangs are coming out, there are a few white strands that seem to stand out too much.
7. There is a tiny horizontal white line in the hair on the top right, which looks accidental.
8. The spots/marks in the shadowy and bright areas shouldn't be as crisp as the normally lighted ones. The lack of contrast should blur them slightly to a viewer.
A very nice piece overall, but could use a bit of touching up, I'd say.

I can't see much difference to the first version, just a little cropping. But anyway, I must say I don't really like this one. I think ~ oceanborn 's comment on the previous version sounded a little too mean, but he does have a point. If you look at her lips it seems that she's angry, right eye signals sleepiness and left eye boredom - there is nothing that refers to coldness. And the left eye seems to be a little higher than the right one.
Well, this piece isn't that bad, but I know you can do better kitty so I think it's my duty to return you back to earth after reading the other comments
