I have wanted to do this meme for such a long time, but I never felt I improved enough to do it. So last night, I sat down, and decided to see if I really did improve or not, because it seemed to me like I didn't really. However, after redrawing my "Aquatic Link", I realized that it's hard to see your improvement unless you draw something very similar. I am very happy with the new version.

Yeah! Glad you caught that! It's my favourite ocarina of time warp song! I didn't know how to include it in the second one cuz I wanted to draw jellyfish and such, so I just left it out XD

Just IMHO And I find her hair not very fabulous, I would avoid making them one by one, and simplify, especially since it is in the water, so it must be more "fluid" (not for this that it looks like "manga style")
I would reduce it can be a little the size of eyes too.

what do you use, and if anything with the eyes?

Haha, I just use the normal 100% hard round brush, opacity at 75%. The main way to achieve the effect is to know where to draw the lights and where to draw the darks. And if you want it to look like it's glowing (like I've attempted to do), use a very bright, saturated colour around the bright area of the eyeball. The texture is the same brush just smaller size.
