Because if there's anything I love more than Durarara and Pokemon, it's mixing them together to make something stupid.And putting hats on Pikachus.
And vaguely implied WalkerxErika because they're just awesome.
Erika and Walker have a history of joining gangs --> Erika's hat looks disturbingly similar to the ones Team Rocket wears --> this

Well, Dotachin's real name is Kadota something, so I think they dropped the ka and added a chin, and just made it up that way.
