Yes, it is vector. I did it in adobe illustrator. Hmmm, a tutorial sounds interesting to do.
Basically what I do is layer these colored shapes (many being gradients, and some being transparent) one on top of the other until I get what I want...

I do not have Windows anymore so I am trying to figure out how to use Inkscape, right now I use it to Vector and clean up my lineart when I am using GIMP.
It would be awesome of you to do a tutorial

I don't have inkscape or GIMP, so I don't know how those programs work. As for the sketch underneath, yes, I do use a sketch underneath when I do stuff in illustrator and photoshop.
