Well, in a nutshell, Hugh Panaro is an animal lover, and one night two of the ballerinas ran to his dressing room in tears because their pet fish, Pablo, was swimming on his side and had a mysterious growth. Hugh then obtained fish antibiotics from a pet store and a few days later Pablo was in perfect health.
The idea of the Phantom rescuing a fish is just too amazingly random.
