Count Cortex. The greatest psychic in the world! At least in his own mind.Count Cortex is a megalomaniacal super villain who showed up robot body one day to plague the original Science Crusaders. After their disappearance he was quite for many years.
Recently he has taken upon himself to plague to the Austin based super team--The Menagerie.
He was there when at least one of that team gained their powers, and may be responsible for the events that gave them all powers. His exact reasoning is unknown at this time.
He is determined to rule the world as he is the only fit ruler for it.
Perhaps his only redeeming quality is his desire to foster education and literacy, albeit by any means necessary.

I definitely like the coloring you used on the "brain bowl" there.
The cape and the arm on our left are a bit less, shape-wise.

i get a nagging feeling this guy would be way more menacing if he were a specter of sorts... if he sort of faded away from the stomach down.... now THAT would be creepy.

Well he is a "comic book" villain. Creepy is good, but still needs to occasionally surprise heroes with a punch or a kick to the face. His "earliest" appearance he had a much less intimidating look. I kinda envisioned by this point him mostly floating around on psychic power. (Admittedly since I created him for a tabletop RPG, he's not actually a comic book villain. Still, my players liked him well enough to hate him when he appears. They also get paranoid when he doesn't.
