Cain re-poofed into a likeness of Officer Jenny again to illustrate what he did with the radio earlier on. Then he unpoofed (you can see the unpoof smoke in the background) so he was foxy again and could get scritches.
..his fox-tail is hidden during this Officer Jenny poof.

The officer is real, you may recall this page basically Cain used the poacher's radio to call the police and here he is illustrating how he did it. Neither Cain and Mabel were hiding they were where the poacher left them after the gas bomb. I hope that clears everything up
