Well, considering that OLIVER & COMPANY originally started out as a sequel to THE RESCUERS, showing what Penny's life was like years later, and they basically decided to keep the character almost the same, except change the name from Penny to Jenny, it was a no-brainer making Toddler Jenny look like Penny.
