What bet they made? They bet Chara that Papyrus would believe in them?

Not just believe, but would be friends with them - indiscriminately...

Papyrus must believe in Chara before befriending them. And, on Genocide, Papyrus believes in Frisk. Sparing Papyrus allows Frisk to befriend him regardless of the route. But on Genocide, Papyrus says that Frisk's life goes on a dangerous path. THAT path means killing all monsters, the only beings that cared about Chara. Losing everyone who cared about you can drive one insane. That's basically what happened to Chara. And since Chara looks like they descended into madness, I can assume that this comic takes place in either a Pacifist-after-Genocide timeline or a "glitched" timeline (a Pacifist Run caused by resetting during the battle with Sans). If Chara is insane, they need all the help they can. And on Genocide, Papyrus offers to help you. Papyrus just offered to move Chara away from a dangerous path. That's the meaning of the last panels.
