Good observation!

At the time, I hadn't put him in because 1) he wasn't currently in a relationship with the twins and 2) the fanfic was about him and the jettwins so I thought it was redundant.

BUT, I do need to update this anyways to include all the new characters/pairings now becoming involved, so I'll be replacing this once I've finished making a new chart. And I will include Ratchet.

Well, to get technical, Starscream and Perceptor are neither, though speaking throughout the Transformer storyline, they are introduced as "males".
Gender though is irrelevant to Transformers, and this is noted upon in a few IDW stories, as they are, to be base about it, after all robots. They have no comparable reproduction system, let alone anatomy, henceforth dictating them as "male" or "female" is greatly askew. Some would even find it insulting as they are machines and not in any sense organic -which we are.
Now, with fanfiction and any imagination really, we can engineer a way that would be both creative and logical, that would allow Transformers to carry out sexual acts and henceforth, have "children." (Considering that is a natural line of thought for us as humans, and makes trying to relate to Transformers easier and more enjoyable) As is seen by large quantities of terminology like "spikes" and "valves" and "sparklings" throughout any webpage, with content about this fandom.
Everybody has a different opinion on Transformers' relationships, and even in how they keep them or act them out.
As for me, I like to dabble, and considering they are sentient machines, alive much longer than we, I prefer to think not of them as subjectively just male or female; but as a sort of combination of both. Which then leads into my thoughts that, if they are an equal "gendered" race, then they are probably equipped with virtually the same attributes that would allow them to enjoy and perhaps even create new life, with anyone of their choosing.

So....um, long rambling short: Yes, though Starscream and Perceptor are semi-portrayed and even somewhat identify as being "male", they are also capable and comfortable with taking on things that as humans we only recognize "females" being able to. (ie. pregnancy) And that is how the Jettwins are "born" in this particular fic, from these two characters.
You're fair in thinking of them as being "gay" if you want, though the term doesn't truly apply.

oh now i get it, sense thier robots they dont truly have a gender in your art, but in the show the do, wait which one is the mom of the twins?

As for whose the jettwins' mom, that would be Perceptor. I just figured with Starscream's personality (not to mention him being taller and all) it would make more sense for him to top.
