i was wondering the same thing, we saw him ones in the Skip episode without knowing anything from him, and the fanbase though it must be 1 of the experiments (same with 627's name Evile was given by the fanbase)

Must be a fan thing, I agree. But I do find him official. 544 Thresher has green eyes with Pupils, similar to what Clink had, so it is plausible.

Stitch seems to be very popular in Asia. Particularly in Japan and China. Why is that? Do they make a lot of money off popular Western animated franchises?

that is also why i hope that eventually a official game comes out, a rpg or something that has all 629+ experiments as possible party members
but sadly, Disney Interactive is shut down for a couple years now...

Oh yes it has. But, it was also said that Jam City would take over the Glendale-based Disney Interactive Studio and Emoji Blitz will be sold to them and they will hire more people to work on future Disney and Pixar tie-in games.
Plus, you got Avalanche Software, which developed Cars 3: Driven to win, which was also distributed by Warner Bros Interactive and Kingdom Hearts 3, which was all produced by Square Enix Business Division 3 and published by Square Enix themselves.
So, the latter were able to create Disney video games, even after Disney interactive Studios shut down.
So, I think Square Enix has the potential to make an RPG for a future PlayStation or a Nintendo console about Stitch and the other 629 experiments, each with their own unique animations and abilities. Or, have a Disney Infinity-styled game, but all about Stitch and the other experiments with their own figures. That is, if the Toys To Life genre still has a bright future, even though I am not a fan of that concept myself.

i personally am a big fan of toys-to-life, as i collected every single unique Skylander character, every LEGO Dimension figure, plenty of amiibo and a small start of Starlink
but i think 630+ figures whould be a bit much, cards like the amiibo cards might be better (and i do say 630+ as i count the new Experiments in Stitch & Ai and Dark End as well), but imagen the RPG game be like the series, complete missions, to eventually fight a evil experiment and have them join your collection, with a few exceptions of course like
Cyber, Evile, 628 (maybe), Leroy, Scratch & Dark End

Yeah, I agree. Cards is a more viable, compact and more cost effective concept for a game like this. Kind of like that abysmal game console that is the Hyper Scan by Mattel. This console was so bad that it only had 5 games produced and inconsistent scanning technology with the cards and long loading times that last well over one minute.
All they had was 3 marvel games consisting of X-Men, Marvel Heroes and Spiderman. The latter are Ben 10 and an original, yet random game, called Interstellar Wrestling League. That’s it.
However, as technology progresses and advances, I’m sure scanning and verification technology would be improved and more responsive nowadays.

+ like i said, Nintendo already menaged to make amiibo cards, with Animal Crossing, Mario Sports and 1 Pokémon (wich is kinda ironic when you think about the Pokémon TCG)

Indeed. Even then, the Pokemon TCG has been around and very popular for a couple Of decades.
But, I’m sure that something like this could be made universal to future games that are ideal for this concept.

I think his number is official, because in some of the other experiment descriptions, they say Double Dip's number as 2 rather than 002. Another experiment's number shown is 521, which is Wrapper's number. So, the one numbered as 15 is Ruggles all along.

Was he the only new experiment exclusive to this app I wonder?
I know Jam from Stitch! The Movie appeared in it as well, along with the Leroy and Stitch Experiments Kernel, Sproing and Cloudy.

I also noticed a small green frog-like experiment that I never seen before and has the number 15 in his description. Possibly the real Experiment 015: Ruggles.

Actually, just looked it up and I recognised it. I think it's chinese, because the characters (Text) is more detailed than Japanese characters.
