This....... Wow.Β Where do I even start?
The use of color here is fantastic. even if you squint and all the detail is lost you can still see how incredibly well thought out it is in terms of light, dark, and color combination.Β
Aaaand then you unsquint your eyes and see how good the detail is.... dang.Β This is seriously guud stuff.

It's more a case of observation, observe how cloth behaves and folds, how different fabric falls differently depending on it's weight and thickness. You'll get it!

Teaching how to draw cloth folds is not as much something that can be taught as much as it can be learnt. Just observe how cloth and different fabrics behave and fold depending on their weight, thickness and type. It's all trial and error.

It's hard to say almost which version is better, but I think I might prefer this one. The second version feels kind of "cramped," like one was trying to cut down on as much canvas as possible and so crammed the characters together spatially as much as possible and trimmed the canvas edges down a bit more than might have been neccesary. Somehow, I prefer the positioning of the characters and feeling of more "openness" in this one. But that's just my opinion.
Otherwise though--
You did a great job with the anatomy, lighting/shading, etc of this. I keep wondering whether there should be some shadowing under Gaster's left foot, but that might just be me, and it's a minor issue, at worst. The lighting or coloring of Papyrus here makes him seem to glow a little, like he's some kind of specter, which I think could actually work very well in this context, haha. Gaster's expression communicates brooding and grim hopelessness, as does his dialogue, and it was a cool idea to blend his lost soul head with his normal one.
