In 18th century Holland had a strong influence on Russia's development, and today the Netherlands is an important trading partner of Russia. By the way, in Russia women often receive tulips from men as a gift on 8 March (so for me 8 March is a day of this pairingXD). Also 2013 was a year of the Netherlands in Russia...
