The Doctor is probably very low on Pluto's list of likable people. He is, after all, ignoring the fact that she is the guardian of time and space and does whatever he pleases when it comes to popping up around space/time whenever he likes.

And very likely The Doctor has challenged Pluto to do the same things he does if she detests him so much, to try putting a stop to the things that he has stopped over the course of his many regenerations. XD
