This is Janelle, or 'Ellie,' from an old friend's W.I.T.C.H. fanfiction story, "Guardians of Eos" (which has now been taken over by my good pal, and myself).

She is the (soon-to-be) leader of the Eos Guardians, whose powers are of Spirit. That is, the spirit energy of all four elements (fire, earth, air, water) combined, hence the faint rainbow-ish colors upon her wings, of all four elements, etc.
