VERY BIG FILE!This is for my set of Sailor Moon inspired tutorials, the Sailor Collar.

Since I made the normal Sailor Neptune, I did not put a ribbon on it. I hope my explanation is detailed enough to help you attach a ribbon.
As I've said in the tutorial, if you need any more help, please ask me and I will do my absolute best to help you.

I'd say so. You'd probably have to widen the back of the collar so the roundness wouldn't be too stretched out

How much fabric would you estimate would be needed to make this and what would you recommend i do if i need a white stripe around the perimiter of the top side of the collar? (i am making a yukiko amagi cosplay)

half a meter/yard should be good but if you want to be safe, go for 3/4 of a meter/yard. for a stripe, you can either use ribbon (maybe 1.5/2 meters/yards), cotton fabric if you have spare in the color needed or bias tape

100% cotton is what i normally use cause its easy to work with and doesnt bunch under the machine. if youre going for the musical versions, a shiny satin would look better

you could probably get away with half a yard by a yard since its double layered. im not sure of the exact measurement cause i just bought a few yards of the same color for the whole costume

Yep, that would be the white, or yellow on Super Sailor Moon.

I'd recommend 1/4 inch wide ribbon only because you won't have to iron down the sides before sewing.

what do you recommend for the stripes on the collar, I know neptune does not have a stripe, but the scout Im cosplaying does

Ribbon is probably your best best. About a 1/4 inch wide ribbon unless it's a thick stripe, then you can go up to 1/2 inch.

A half yard/meter should be enough for a collar. C:
I had a few yards for all the teal parts so I'm not 100% sure how much I ended up using.

You can, but I used a machine with a zig-zag stitch. Only sew the ribbon to one layer of the collar then sew the two layers together, outsides facing each other. C:

So uh... Do you know how I would get a tie onto to collar? Would I have to sew it permanently or can I tie it under the collar like a normal tie? Not that I know how, but...

Yea, for a tie, you just tie it under the collar like a normal one. If you put poppers or stitch the collar in place you shouldn't see the edges of the tie at the neck of the collar.
