in the fourth column where you said you use the luminosty mode did you do it on another layer or do you use the same layer????

first I do that in different layers, then I make it to be 1 layer

but, one thing; for the first 2 steps, why not use the dark blue first? o.o 'think that might be easier, since you only have to draw the tiny light blue areas.
