Lucien, Sheogorath, and Emperor Titus Mede II all have the same voice actor. For some reason, that amuses the crap out of me.

Its for the Obvious reason that Bethesda can't find enough voice actors (proper voice actors)
same goes for other games like Saints row or any game created in America or Europa, for some reason Japan seems to have enough voice actors to spare.
basicly it works well for games with little or few characters, but huge open area games and games with a large variaty of people in it lead to the lack of enough voice actors (not to mention the paycheck depending on how many of them you hire)

Just a note, Bethesda didn't actually have a choice about the "immortal children" thing. If they'd allowed players to kill children, the games would've been too controversial and that would've severely cut into their sales.
So it was a pragmatic decision.
