Maybe. I like to believe that the Shalkas live in an alternative universe without the time war and still haven't changed ^^ (alternative 9, even though I love the real one)

I still prefer to believe he was just an earlier 9, and that post time war 9 just reconstructed his looks to get rid of bad memories they held, but didn't want to regenerate because that would just be a waste.
