Yes, he was, but then he didn't have the whole "we're the last Time Lords and we don't have much regenerations now so don't mess up everything it could be REALLY the last" I think XD

He had the "Oh Rassilon, I had the Time Lords, their are evil, why don't they just die?!" most of the time XD (especially the 3rd Doctor)
