I must apologize, I responded to this pretty early in the morning. The background texture for this one was actually created by myself, here's a breakdown of this stamp with various layers enabled:

The texture itself was created using various strokes of a star-like brush that can be created by modifying the GIMP paintbrush settings. The rainbow was created with simple gradients and blend modes. The one texture I did use was GIMP's default Slate texture.
I don't appreciate being called an art thief for an original work.
