I'm guessing that's supposed to be Tails stepping out of the shower. It's just an example of being in the right place at the wrong time. I hope Cream isn't scarred for life because of this.
Though, of course, Tails doesn't wear clothes anyway. How is him being in the shower any more naked than usual? Maybe he has to unsheath himself to clean himself properly. Or maybe he's just in the habit of peeing in the shower.
I can't help but think of what might happen once their eyes meet. I think the perfect thing for Tails to say, in true Family Guy style, would be "Feel free to say no to this, but...would you shave my coin purse?"

And as to the question about the shower, that's just one of life's mysteries. I have no earthly idea how Tails can be more naked than usual. All I know is that there is a black bar covering something up!

Cream: (Thinks for a minute) "No; I've not seen her at all today or yesterday; luckily it's cloudy wheather this week otherwise I'd be staying inside out of the sunlight."
Drol Krad: "Well if you hear anything; tell me; okay?"
Cream: "Okay." (Continues walking)
Drol Krad: "Every day; I swear to my Whole's Brother-in-Law; that Cream just keeps getting more and more beautiful with each passing day." (Turns around and sees Tails leaning tiredly against the wall) "For God's sake; do you HAVE to be this type of nude; were you practicing your shaving and this was an accident?"
